A bill for an act
relating to economic development; appropriating money for the Minnesota
marketing partnership; proposing coding for new law in Minnesota Statutes,
chapter 116J.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin Partnership purpose. new text end

new text begin (a) The commissioner shall work in
partnership with member organizations and other stakeholders to develop a comprehensive
economic development marketing program for Minnesota.

new text begin (b) Initiatives undertaken by the partnership shall include, but are not limited to,
the following:
new text end

new text begin (1) identifying and communicating Minnesota's competitive advantages nationally
and internationally;
new text end

new text begin (2) attending targeted industry events;
new text end

new text begin (3) hosting and sponsoring events that showcase Minnesota to site selectors and
business representatives;
new text end

new text begin (4) strengthening industry initiatives and messaging to key industries across the
country; and
new text end

new text begin (5) continuing and enhancing the department's shovel-ready site program and
assisting communities with limited resources to certify shovel-ready sites.

new text begin Grants for shovel-ready site certification. new text end

new text begin The commissioner may make
grants of up to $2,000, or 50 percent of the cost, to provide certification of shovel-ready
sites.

Sec. 2. new text begin APPROPRIATION; MINNESOTA MARKETING PARTNERSHIP.
new text end

new text begin $1,000,000 in fiscal year 2016 and $1,000,000 in fiscal year 2017 are appropriated
from the general fund to the commissioner of employment and economic development for
Minnesota marketing partnership activities under Minnesota Statutes, section 116J.6582.
Of these amounts, the commissioner may use up to five percent for administrative
expenses. This appropriation is available until spent.
