A bill for an act
relating to child care; modifying child care center director qualification
requirements; proposing coding for new law in Minnesota Statutes, chapter 245A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [245A.45] CHILD CARE CENTER DIRECTOR QUALIFICATION
REQUIREMENTS.

new text begin (a) All child care centers licensed under this chapter and Minnesota Rules, chapter
9503, must have a director who is knowledgeable about and understands the implications
of Minnesota Rules, parts 9503.0005 to 9503.0170, and applicable laws in this chapter,
chapter 245C, and section 626.556. The director's responsibilities shall include, but are
not limited to:

new text begin (1) monitoring the implementation of the program's policies and procedures;

new text begin (2) monitoring program compliance with applicable licensing laws and rules;
new text end

new text begin (3) supervising staff persons;
new text end

new text begin (4) providing oversight of staff person training; and
new text end

new text begin (5) overall management of the licensed services being provided.

new text begin (b) All directors and other designated administrative staff persons acting in the role
of the director who are hired on or after July 1, 2015, must meet the director qualification
requirements under Minnesota Rules, part 9503.0031, subpart 1, and at least one of the
teacher qualification options under Minnesota Rules, part 9503.0032, subpart 2.
