A bill for an act
relating to energy; heating assistance; appropriating money for the Low-Income
Home Energy Assistance Program (LIHEAP).
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

$20,000,000 is appropriated from the general fund to the commissioner of commerce
in fiscal year 2014 for the Low-Income Home Energy Assistance Program (LIHEAP) for
the purpose of providing additional heating assistance funds to eligible households. The
commissioner shall follow the federal rules and guidelines for this appropriation, and may
implement expanded eligibility guidelines. If available, federal funds must be spent first.
The commissioner may retain up to four percent of available federal funds as carryforward
funds for the next program year. This is a onetime appropriation and is available until spent.
