  1.1                          A bill for an act 
  1.2             relating to appropriations; permitting use of 
  1.3             appropriation to relocate athletic fields and 
  1.4             facilities at Brainerd Technical College; authorizing 
  1.5             additional design and construction of space at certain 
  1.6             community college campuses; requiring plans to provide 
  1.7             for joint use of space with certain technical colleges 
  1.8             and state universities; authorizing additional 
  1.9             construction using nonstate resources; amending Laws 
  1.10            1992, chapter 558, section 2, subdivision 3; and Laws 
  1.11            1994, chapter 643, section 11, subdivisions 6, 10, and 
  1.12            11. 
  1.13  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.14     Section 1.  Laws 1992, chapter 558, section 2, subdivision 
  1.15  3, is amended to read: 
  1.16  Subd. 3.  Brainerd Technical College                 1,200,000
  1.17  This appropriation is for working 
  1.18  drawings for the joint campus with 
  1.19  Brainerd Community College.  The 
  1.20  technical college board must consult 
  1.21  with the community college board 
  1.22  throughout the project. 
  1.23  This appropriation may not be used to 
  1.24  relocate or replace athletic fields or 
  1.25  facilities.  Costs associated with this 
  1.26  relocation or replacement must be paid 
  1.27  from local money. 
  1.28  The state board of technical colleges 
  1.29  may sell the current Brainerd Technical 
  1.30  College site to independent school 
  1.31  district No. 181, Brainerd, for the 
  1.32  appraised value of the property. 
  1.33     Sec. 2.  Laws 1994, chapter 643, section 11, subdivision 6, 
  1.34  is amended to read: 
  1.35  Subd. 6.  Lakewood Community College                    170,000
  2.1   This appropriation is to prepare 
  2.2   schematic plans for a learning 
  2.3   resources center for joint use with 
  2.4   northeast metro technical college, and 
  2.5   for predesign remodeling of classrooms, 
  2.6   labs, Americans with Disabilities Act 
  2.7   accessible locker and fitness space, 
  2.8   and institutional services, and to 
  2.9   predesign the construction of new space 
  2.10  for joint use with Northeast Metro 
  2.11  technical college.  The appropriation 
  2.12  is available only after a master 
  2.13  academic plan has been developed for 
  2.14  the campus and approved by the higher 
  2.15  education board.  The master academic 
  2.16  plan shall be developed jointly with 
  2.17  representation from each of the public 
  2.18  post-secondary systems. 
  2.19     Sec. 3.  Laws 1994, chapter 643, section 11, subdivision 
  2.20  10, is amended to read: 
  2.21  Subd. 10.  North Hennepin Community College           6,000,000
  2.22  This appropriation is to plan 
  2.23  predesign, design, remodel, and 
  2.24  construct space for classrooms, labs 
  2.25  classroom, student services, learning 
  2.26  resource center, the campus center, and 
  2.27  administrative, and related space, and 
  2.28  to predesign and design through design 
  2.29  development the reuse of vacated space 
  2.30  including addition to and remodeling of 
  2.31  the learning resource center, labs, and 
  2.32  portions of the campus center.  This 
  2.33  appropriation may be used to predesign 
  2.34  and design this reuse and addition even 
  2.35  if its construction would require an 
  2.36  additional appropriation. 
  2.37     Sec. 4.  Laws 1994, chapter 643, section 11, subdivision 
  2.38  11, is amended to read: 
  2.39  Subd. 11.  Northland Community College 
  2.40  (a) Integrate community college 
  2.41  and technical college                                   100,000
  2.42  This appropriation is to prepare 
  2.43  working drawings design documents for 
  2.44  remodeling and new construction 
  2.45  necessary for the integration of 
  2.46  the Northland community college and the 
  2.47  Thief River Falls technical college.  
  2.48  The project will begin with the 
  2.49  integration of the student services 
  2.50  area and the learning resources center. 
  2.51  (b) Construct regional multievent  
  2.52  cultural center                                       3,000,000
  2.53  This appropriation is to construct a 
  2.54  regional multievent cultural center.  
  2.55  All cities, counties, and school 
  2.56  districts in region 8A, and public 
  2.57  post-secondary education systems shall 
  2.58  cooperate in the construction and joint 
  2.59  use of the facility.  Up to $2,000,000 
  2.60  is available immediately for this 
  3.1   project, but the remainder of the money 
  3.2   is not available unless matched by an 
  3.3   equal amount of money or in-kind 
  3.4   contributions from nonstate 
  3.5   sources.  Nonstate money or in-kind 
  3.6   contributions that are raised in excess 
  3.7   of the required match may be used to 
  3.8   expand the center with additional 
  3.9   phases. 
  3.10  Predesign plans for the expanded center 
  3.11  may be based on the assumption that 
  3.12  contributions in excess of the required 
  3.13  match will be available to construct 
  3.14  it, but design and construction for 
  3.15  each phase may not be undertaken until 
  3.16  the money necessary to complete the 
  3.17  phase has been committed.  
  3.18  The nonstate match added to this 
  3.19  project is in lieu of the debt service 
  3.20  payment assessed to higher education 
  3.21  projects.  
  3.22     Sec. 5.  [REPORT ON BRAINERD AND WILLMAR ADOLESCENT 
  3.23  PROGRAMS.] 
  3.24     The commissioner of human services shall submit a report to 
  3.25  the chairs of the house of representatives ways and means 
  3.26  committee and the senate finance committee by February 1, 1996, 
  3.27  providing information on the cost and feasibility of remodeling 
  3.28  the facilities at Brainerd and Willmar to accommodate up to 20 
  3.29  additional beds in each facility for the current program for 
  3.30  adolescents. 
  3.31     Sec. 6.  [EFFECTIVE DATE.] 
  3.32     This act is effective the day following final enactment.
