1.1 A bill for an act 1.2 proposing an amendment to the Minnesota Constitution; 1.3 adding a section to article IV; requiring a special 1.4 vote on new taxes, tax increases, and tax extensions. 1.5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [CONSTITUTIONAL AMENDMENT.] 1.7 An amendment to the Minnesota Constitution adding a new 1.8 section to article IV, is proposed to the people. If the 1.9 amendment is adopted, the section shall read: 1.10 Sec. 27. Passage of a law that imposes a new tax, 1.11 increases the rate of a tax, or extends the application of a tax 1.12 requires the vote of two-thirds of the members of each house of 1.13 the legislature or approval by the voters of the state by a 1.14 majority of those voting on the question at an election. 1.15 Adoption of a new tax, an increase in the rate of a tax or an 1.16 extension of the application of a tax by a unit of local 1.17 government requires the vote of two-thirds of the members of the 1.18 unit's governing body or approval by the unit's voters by a 1.19 majority of those voting on the question at an election. 1.20 Sec. 2. [QUESTION.] 1.21 The proposed amendment shall be submitted to the people at 1.22 the 1998 general election. The question submitted shall be: 1.23 "Shall the Minnesota Constitution be amended to require a 1.24 two-thirds vote of the legislature or the governing body of a 1.25 unit of local government or the voters to pass new taxes, tax 2.1 increases, or tax extensions? 2.2 Yes ....... 2.3 No ........"
