  1.1                          A bill for an act
  1.2             relating to education; providing direction to the 
  1.3             state board of education; amending Minnesota Statutes 
  1.4             1994, section 121.11, subdivision 7d. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1994, section 121.11, 
  1.7   subdivision 7d, is amended to read: 
  1.8      Subd. 7d.  [DESEGREGATION/INTEGRATION, INCLUSIVE EDUCATION, 
  1.9   AND LICENSURE RULES.] (a) The state board may make rules 
  1.10  relating to desegregation/integration, inclusive education, and 
  1.11  licensure of school personnel not licensed by the board of 
  1.12  teaching. 
  1.13     (b) In adopting a rule related to school 
  1.14  desegregation/integration, the state board shall address the 
  1.15  need for equal educational opportunities for all students and 
  1.16  racial balance voluntary integrative techniques as defined by 
  1.17  the state board.  Voluntary integrative techniques shall include 
  1.18  a neighborhood school policy to the extent that residential 
  1.19  segregation, if it exists, is caused mainly by nondiscriminatory 
  1.20  actions and policies. 
  1.21     Sec. 2.  [EFFECTIVE DATE.] 
  1.22     Section 1 is effective the day following final enactment.
