A bill for an act
relating to capital improvements; appropriating money for renewable solar
energy systems; authorizing the sale and issuance of state bonds.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

$25,000,000 is appropriated from the bond proceeds fund to the commissioner of
employment and economic development for the purpose of making grants to state agencies
or other units of state government to retrofit public buildings with "Made in Minnesota"
renewable solar energy systems. This appropriation may only be used to reduce energy
costs of public buildings throughout the state by purchasing and installing renewable
solar energy systems that have been manufactured in Minnesota, which should increase
community awareness of renewable solar energy. For the purposes of this section, "Made
in Minnesota" means the material production of solar photovoltaic modules, which
must include the tabbing, stringing, and lamination processes which produce a solar
photovoltaic module.

To provide the money appropriated in this act from the bond proceeds fund, the
commissioner of management and budget shall sell and issue bonds of the state in an
amount up to $25,000,000 in the manner, upon the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
article XI, sections 4 to 7.
