A bill for an act
relating to health; providing funds to eliminate health disparities of first
generation Somali women in Minnesota; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $250,000 is appropriated in fiscal year 2015 from the general fund to the
commissioner of health for a grant to a Somali-based health care organization located
in Minnesota. The grant must be used to address health inequities experienced by first
generation Somali women. The services provided must be culturally specific in order to
improve Somali women's access to maternal health and preventive care; reduce infant
mortality; and increase health literacy. The grant recipient must use community-based
participatory research focusing on Somali women-centered programs, and must develop a
methodology to measure program effectiveness by achieving better health outcomes for
Somali women. The grant recipient must report the program's measured outcomes to
the commissioner by September 1, 2016.
