  1.1                          A bill for an act 
  1.2             relating to the environment; appropriating money for a 
  1.3             study of the cumulative impact of industrial emissions 
  1.4             in north and northeast Minneapolis. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [MINNEAPOLIS INDUSTRIAL EMISSIONS STUDY; 
  1.7   APPROPRIATION.] 
  1.8      $....... is appropriated from the general fund in fiscal 
  1.9   year 2002 to the commissioner of the pollution control agency 
  1.10  for a study of the cumulative and geographic impact of 
  1.11  industrial and other emissions permitted by the pollution 
  1.12  control agency in north and northeast Minneapolis.  The study 
  1.13  must review the cumulative health effects of permitted emissions 
  1.14  within the area, and must document the cumulative amount of 
  1.15  pollutants entering the land, air, and water within the area.  
  1.16  The completed study must be submitted to the chairs of the house 
  1.17  and senate committees with jurisdiction over environmental 
  1.18  policy and finance by July 1, 2001.
