  1.1                          A bill for an act 
  1.2             relating to education; establishing matching grants 
  1.3             for education programs serving homeless children; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [MATCHING GRANTS FOR EDUCATION PROGRAMS SERVING 
  1.7   HOMELESS CHILDREN.] 
  1.8      A school district or a nonprofit entity contracting with a 
  1.9   school district to provide education and transition services for 
  1.10  homeless children is eligible for a matching grant to enhance 
  1.11  education services for homeless children and their families.  
  1.12  Grant proceeds may be used to design, furnish, equip, acquire, 
  1.13  repair, or construct a facility for providing education and 
  1.14  transition services for homeless children and their families; 
  1.15  for expanding education services to include preschool, 
  1.16  after-school, or summer programs; to provide transition and 
  1.17  follow-up services to homeless students when they are placed or 
  1.18  mainstreamed in a district school; or to provide parent 
  1.19  education and support services.  To obtain a grant, a school 
  1.20  district or nonprofit entity must submit an application to the 
  1.21  commissioner of children, families, and learning in the form and 
  1.22  manner the commissioner establishes.  Grants must be matched by 
  1.23  $1 of nonstate money for every $1 of grant money received.  The 
  1.24  commissioner shall take into consideration the number and 
  1.25  concentration of homeless children served by a school district 
  2.1   when awarding grants.  The commissioner may award matching 
  2.2   grants of up to $500,000 per school district. 
  2.3      Sec. 2.  [APPROPRIATION.] 
  2.4      $....... is appropriated in fiscal year 1998 from the 
  2.5   general fund to the commissioner of children, families, and 
  2.6   learning for matching grants for education programs for homeless 
  2.7   children.  This appropriation is available until June 30, 1999.
