  1.1                          A bill for an act 
  1.2             relating to transportation; appropriating money for 
  1.3             grants to interregional highway corridor coalitions. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION.] 
  1.6      $....... is appropriated from the general fund to the 
  1.7   commissioner of transportation to provide grants to 
  1.8   interregional highway corridor coalitions.  The commissioner 
  1.9   must design a process for corridor coalitions to apply for 
  1.10  grants to be used for planning, public participation, and 
  1.11  coordination activities in a highway corridor, including, but 
  1.12  not limited to, developing recommendations for land use, 
  1.13  economic development, and roadway improvements within the 
  1.14  corridor.  In order to be eligible for a grant, a corridor 
  1.15  coalition must (1) be formed under a joint powers agreement with 
  1.16  participation by a minimum of three statutory or home rule 
  1.17  charter cities, towns, or counties along the highway corridor 
  1.18  and, in the case of a corridor in the metropolitan area, the 
  1.19  metropolitan council, and (2) provide matching funds equal to 
  1.20  the state contribution.  The commissioner must make at least 
  1.21  five grants with this appropriation, two of which must be to 
  1.22  corridor coalitions representing a highway corridor outside of 
  1.23  the metropolitan area as defined in Minnesota Statutes, section 
  1.24  473.121.
