  1.1                          A bill for an act 
  1.2             relating to education; increasing the maximum 
  1.3             referendum revenue allowance; increasing state aid for 
  1.4             voter-approved referenda; appropriating money; 
  1.5             amending Minnesota Statutes 1998, section 126C.17, 
  1.6             subdivisions 2 and 5. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1998, section 126C.17, 
  1.9   subdivision 2, is amended to read: 
  1.10     Subd. 2.  [REFERENDUM ALLOWANCE LIMIT.] Notwithstanding 
  1.11  subdivision 1, a district's referendum allowance must not exceed 
  1.12  the greater of:  
  1.13     (1) the district's referendum allowance for fiscal year 
  1.14  1994; 
  1.15     (2) 25 percent of the formula allowance minus $300 $907 for 
  1.16  fiscal year 1997 2001 and later; or 
  1.17     (3) for a newly reorganized district created after July 1, 
  1.18  1994, the sum of the referendum revenue authority for the 
  1.19  reorganizing districts for the fiscal year preceding the 
  1.20  reorganization, divided by the sum of the resident pupil units 
  1.21  of the reorganizing districts for the fiscal year preceding the 
  1.22  reorganization. 
  1.23     Sec. 2.  Minnesota Statutes 1998, section 126C.17, 
  1.24  subdivision 5, is amended to read: 
  1.25     Subd. 5.  [REFERENDUM EQUALIZATION REVENUE.] A district's 
  1.26  referendum equalization revenue equals $350 in fiscal year 2000, 
  2.1   $415 in fiscal year 2001, $455 in fiscal year 2002, and $465 in 
  2.2   fiscal year 2003 and thereafter times the district's 
  2.3   resident pupil units for that year. 
  2.4      Referendum equalization revenue must not exceed a 
  2.5   district's total referendum revenue for that year. 
  2.6      Sec. 3.  [EFFECTIVE DATE.] 
  2.7      Sections 1 and 2 are effective July 1, 1999, for revenue 
  2.8   for fiscal year 2001 and later.
