A bill for an act
relating to natural resources; providing for review of off-road vehicle grant-in-aid
applications; providing for certain reallocation of base funding; proposing coding
for new law in Minnesota Statutes, chapter 84.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [84.8031] GRANT-IN-AID APPLICATIONS; REVIEW PERIOD.

new text begin The commissioner must review an off-road vehicle grant-in-aid application and, if
approved, commence public review of the application within 60 days after the application
has been locally approved and submitted to an area parks and trails office. If the
commissioner fails to approve or deny the application within 60 days after submission,
the application is deemed approved and the commissioner must provide for a 30-day
public review period.

Sec. 2. new text begin BASE FUNDING REALLOCATION.

new text begin (a) $225,000 of the base funding in fiscal year 2016 to the commissioner of
natural resources from the off-road vehicle account in the natural resources fund is for
grants-in-aid under Minnesota Statutes, section 84.803, in addition to any other amount
appropriated for that purpose. This amount is redistributed from the allocation for the
following purposes and is not an increase in base funding:

new text begin (1) $150,000 is redistributed from the amount allocated in fiscal year 2014 for
enforcement purposes; and

new text begin (2) $75,000 is redistributed from the amount allocated in fiscal year 2014 for parks
and trails management purposes.

new text begin (b) $75,000 of the base funding in fiscal year 2016 to the commissioner of natural
resources from the off-road vehicle account in the natural resources fund is redistributed
from the amount allocated in fiscal year 2014 for parks and trails management purposes to
fund a new full-time employee position in northern Minnesota to work in conjunction with
the Minnesota Four-Wheel Drive Association to address acquisition and development of
off-road vehicle use areas and other issues related to off-road vehicle activities. This
amount is not an increase in base funding.
