  1.1                          A bill for an act 
  1.2             relating to capital improvement; authorizing the sale 
  1.3             of state bonds; appropriating money to Olmsted County 
  1.4             for a grant to upgrade and expand capacity with a 
  1.5             third combustion unit at the municipal solid waste 
  1.6             combustor serving Dodge and Olmsted counties. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [MUNICIPAL SOLID WASTE COMBUSTOR; THIRD 
  1.9   COMBUSTION UNIT.] 
  1.10     Subdivision 1.  [APPROPRIATION.] $4,000,000 is appropriated 
  1.11  from the bond proceeds fund to the Office of Environmental 
  1.12  Assistance for a grant to the county of Olmsted to design, 
  1.13  construct, furnish, and equip the county's municipal solid waste 
  1.14  combustor, serving Dodge and Olmsted counties, by upgrading and 
  1.15  expanding capacity with a third combustion unit used to provide 
  1.16  energy to an existing city/county district energy system. 
  1.17     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.18  this act from the bond proceeds fund, the commissioner of 
  1.19  finance shall sell and issue bonds of the state in an amount up 
  1.20  to $4,000,000 in a manner, upon the terms, and with the effect 
  1.21  prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  1.22  and by the Minnesota Constitution, article XI, sections 4 to 7. 
  1.23     Sec. 2.  [EFFECTIVE DATE.] 
  1.24     Section 1 is effective the day following final enactment.
