A bill for an act
relating to economic development; providing grants for entrepreneurial and small
business assistance; appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The
commissioner of employment and economic development must make grants to Martin
County, Faribault County, and the Riverbend Center for Entrepreneurial Facilitation in
Blue Earth County with the appropriations in subdivision 3 for the continuation and
ongoing assistance in the development of entrepreneurs and small businesses.

Grant recipients must report to the commissioner by February
1 of each year that the organization receives a grant. The report must include the
number of customers served and an overall program summary of the context, inputs,
process, and outcomes as a result of all of the sessions with all of the customers served.
The commissioner must report to the legislative committees with jurisdiction over
economic development finance on the effectiveness of these programs in assisting in the
development of entrepreneurs and small businesses.

$189,000 in fiscal year 2010 and $189,000 in fiscal year
2011 are appropriated from the general fund to the commissioner of employment and
economic development for grants of $63,000 each to Martin County, Faribault County,
and the Riverbend Center for Entrepreneurial Facilitation in Blue Earth County each
year for the purposes of subdivision 1. Each state grant dollar must be matched with
one dollar of nonstate funds. A balance in the first year does not cancel but is available
in the second year.
