  1.1                          A bill for an act 
  1.2             relating to transportation; prohibiting expenditure of 
  1.3             funds for Stillwater bridge without legislative 
  1.4             approval. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [PROHIBITION AGAINST EXPENDITURES.] 
  1.7      The legislature finds that the proposed bridge project on 
  1.8   marked trunk highway No. 36 over the St. Croix River is not in 
  1.9   the best interest of the taxpayers of Minnesota.  The bridge, if 
  1.10  completed, would have a significant negative effect on the St. 
  1.11  Croix river, a wild and scenic waterway; promote urban sprawl in 
  1.12  western Wisconsin without addressing transportation needs of 
  1.13  Minnesota; and require an excessive expenditure of Minnesota tax 
  1.14  dollars.  Therefore, the state shall not expend funds from any 
  1.15  source for activities related to the bridge, including 
  1.16  right-of-way acquisition, engineering or environmental work, 
  1.17  site preparation, or construction-related activities.  Future 
  1.18  work on a bridge with a revised design or in a new location to 
  1.19  address the environmental and cost concerns of the current 
  1.20  project may proceed only with legislative approval. 
  1.21     Sec. 2.  [EFFECTIVE DATE.] 
  1.22     Section 1 is effective the day following final enactment.
