  1.1                          A bill for an act 
  1.2             relating to employment; requiring the governor's 
  1.3             workforce development council to evaluate state-funded 
  1.4             job training programs. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [JOB TRAINING PROGRAM EVALUATION.] 
  1.7      The governor's workforce development council shall evaluate 
  1.8   all state-funded workforce training programs to determine: 
  1.9      (1) the average program cost per participant; 
  1.10     (2) the likelihood that program participants would be 
  1.11  unemployed or underemployed without the training; 
  1.12     (3) the satisfaction of employers with the training 
  1.13  program; 
  1.14     (4) the job placement record of the training program; and 
  1.15     (5) the wages paid to those completing a program and a 
  1.16  comparison of pre- and post-training wage levels. 
  1.17     The council must report to the legislature by March 1, 
  1.18  1996, on the results of the evaluation and make recommendations 
  1.19  to improve the efficiency and effectiveness of state-funded 
  1.20  workforce training programs.
