  1.1                          A bill for an act 
  1.2             relating to local government; permitting the cities of 
  1.3             Bloomington, Chanhassen, Eden Prairie, Edina, 
  1.4             Minnetonka, and Richfield to issue general obligation 
  1.5             bonds for a joint training facility. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [PUBLIC SAFETY TRAINING FACILITY.] 
  1.8      Each of the cities of Bloomington, Chanhassen, Eden 
  1.9   Prairie, Edina, Minnetonka, and Richfield may issue general 
  1.10  obligation bonds of the city in an amount not to exceed 
  1.11  $1,000,000 for its share of the cost of the acquisition, 
  1.12  construction, and equipping of a public safety training facility 
  1.13  to be jointly operated by a joint powers association consisting 
  1.14  of two or more municipal or public corporations of which that 
  1.15  city is a member.  The issuance of the bonds is subject to 
  1.16  Minnesota Statutes, chapter 475, except that no election shall 
  1.17  be required except as provided in section 2. 
  1.18     Sec. 2.  [REVERSE REFERENDUM.] 
  1.19     Before the adoption by the governing body of a city of any 
  1.20  resolution authorizing the issuance of any bonds authorized by 
  1.21  section 1, the city shall publish a notice in the official 
  1.22  newspaper of the city stating that the governing body of the 
  1.23  city intends to consider the authorization of the issuance of 
  1.24  the bonds, stating the amount, purpose, and, in general, the 
  1.25  security and source of payment for the bonds.  The resolution 
  2.1   authorizing the issuance of the bonds shall not be adopted by 
  2.2   the governing body of the city for at least 15 days after 
  2.3   publication of the notice of intention.  If within 15 days after 
  2.4   publication of the notice of intention a petition asking for an 
  2.5   election on the proposition that the city issue the bonds signed 
  2.6   by the voters equal to at least ten percent of the registered 
  2.7   voters in the city is filed with the clerk, no bonds may be 
  2.8   issued by the city unless approved by a majority of the voters 
  2.9   of the city voting on the question of the issuance at a regular 
  2.10  or special election.  
  2.11     Sec. 3.  [EFFECTIVE DATE; LOCAL APPROVAL.] 
  2.12     This act is effective with respect to any of the cities of 
  2.13  Bloomington, Chanhassen, Eden Prairie, Edina, Minnetonka, and 
  2.14  Richfield the day after compliance by that city with Minnesota 
  2.15  Statutes, section 645.021, subdivision 3.
