relating to state government; appropriating money to the secretary of state.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The appropriations in this section are from the general fund
to the secretary of state, unless otherwise noted.

new text begin Instant runoff voting task force; appropriation. new text end

new text begin $50,000 is appropriated
in fiscal year 2008 for the operation of an instant runoff voting task force to be created
and administered by the secretary of state.

new text begin $75,000 in fiscal year 2008 and $75,000 in fiscal
year 2009 are appropriated for improvements to the secretary of state's Web site.

new text begin $50,000 is appropriated in fiscal year 2008 for
publication and distribution of the legislative manual in print and electronic formats.
This appropriation is available for the biennium and must be included in the base budget
for the office.

new text begin $1,205,000 in fiscal year 2008 and $1,205,000 in
fiscal year 2009 are appropriated for improvements to business services, including the
development of additional electronic filing systems. $585,000 of this appropriation must
be included in each fiscal year of the base budget.

new text begin $368,000 in fiscal year 2008 and $518,000 in fiscal year
2009 are appropriated for implementation of the safe at home legislation. The base budget
for this item is $641,000 in fiscal year 2010 and $792,000 in fiscal year 2011.

new text begin $3,004,000 in fiscal year 2008 and $160,000
in fiscal year 2009 are appropriated from the Help America Vote Act account for the
purposes and uses authorized by federal law.

new text begin Use of HAVA account balance. new text end

new text begin Notwithstanding Laws 2005, chapter 162,
section 34, subdivision 7, any balance remaining in the Help America Vote Act account
after previous appropriations and the appropriations in this section are appropriated to
the secretary of state for purposes of the account. This appropriation is available until
June 30, 2011.
