A bill for an act
relating to higher education; prohibiting requiring students from purchasing
graduation caps and gowns and diplomas; proposing coding for new law in
Minnesota Statutes, chapter 135A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) The Minnesota State Colleges and Universities system and a private
postsecondary institution that is an eligible institution as defined in section 136A.155,
must not require students to purchase graduation caps and gowns or the original copy
of the student's diploma. The college, university, or institution may permit students to
purchase a graduation cap and gown.

paragraph (a).
