  1.1                          A bill for an act
  1.2             relating to motor vehicles; authorizing issuance of 
  1.3             general-use collector license plates; exempting 
  1.4             vehicles with general-use collector plates from 
  1.5             vehicle emissions testing requirements; amending 
  1.6             Minnesota Statutes 1996, sections 116.61, subdivision 
  1.7             2; and 168.12, by adding a subdivision. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1996, section 116.61, 
  1.10  subdivision 2, is amended to read: 
  1.11     Subd. 2.  [EXEMPT VEHICLES.] The following motor vehicles 
  1.12  are exempt from the requirements of this section: 
  1.13     (1) a motor vehicle manufactured before the 1976 model year 
  1.14  or with an engine manufactured before the 1976 model year; 
  1.15     (2) a motor vehicle registered as classic, pioneer, 
  1.16  collector, or street rod under section 168.10; 
  1.17     (3) a motor vehicle that is exempted in accordance with 
  1.18  rules of the agency because the vehicle, although registered to 
  1.19  an owner residing in the metropolitan area, is customarily 
  1.20  domiciled outside of the metropolitan area; and 
  1.21     (4) a vehicle bearing general-use collector plates issued 
  1.22  under section 168.12, subdivision 2g; and 
  1.23     (5) any class of motor vehicle that is exempted by rule of 
  1.24  the agency because the vehicles present prohibitive inspection 
  1.25  problems or are inappropriate for inspection. 
  1.26     Sec. 2.  Minnesota Statutes 1996, section 168.12, is 
  2.1   amended by adding a subdivision to read: 
  2.2      Subd. 2g.  [GENERAL-USE COLLECTOR PLATES; FEES.] (a) The 
  2.3   registrar shall issue general-use collector license plates to an 
  2.4   applicant who is the owner of a motor vehicle that meets the 
  2.5   qualifications for a collector license plate under section 
  2.6   168.10, subdivision 1c, in compliance with all provisions of 
  2.7   this chapter relating to registration of the vehicle and on 
  2.8   payment of a one-time fee of $100 in addition to all 
  2.9   registration taxes on the vehicle.  The license plates must bear 
  2.10  the words "collector" and "general" and a distinguishing number. 
  2.11     (b) License plates issued under this subdivision may be 
  2.12  transferred to another motor vehicle, owned or jointly owned by 
  2.13  the applicant and qualifying for the license plates under 
  2.14  paragraph (a), on payment of a fee of $5. 
  2.15     (c) Notwithstanding subdivision 1, clause (2), license 
  2.16  plates issued under this subdivision are issued for the life of 
  2.17  the vehicle.  The registrar shall charge a replacement fee, 
  2.18  equal to the replacement fee for personalized license plates 
  2.19  under subdivision 2a, whenever the owner of the vehicle to which 
  2.20  the license plates have been issued under this subdivision 
  2.21  requests replacement license plates.
