  1.1                             A resolution 
  1.2             memorializing Congress to prohibit states from 
  1.3             economic warfare to attract and retain business. 
  1.4      WHEREAS, individual states are engaging in a frenzy of 
  1.5   competition among each other by offering inducements to 
  1.6   businesses to locate in the state; and 
  1.7      WHEREAS, this competition involves the offering of costly 
  1.8   subsidies and tax breaks that impose great costs on taxpayers; 
  1.9   and 
  1.10     WHEREAS, this competition has not been shown to be a 
  1.11  benefit to anyone except the individual businesses; NOW, 
  1.12  THEREFORE, 
  1.13     BE IT RESOLVED by the Legislature of the State of Minnesota 
  1.14  that it urges Congress to regulate the economic warfare between 
  1.15  the states and prohibit activity that is of great expense and no 
  1.16  benefit to the public. 
  1.17     BE IT FURTHER RESOLVED that the Secretary of State of the 
  1.18  State of Minnesota is directed to transmit copies of this 
  1.19  memorial to the Speaker of the United States House of 
  1.20  Representatives, the President of the United States Senate, the 
  1.21  Chairman of the Committee on Commerce of the United States House 
  1.22  of Representatives, the Chairman of the Committee on Commerce, 
  1.23  Science and Transportation of the United States Senate, and the 
  1.24  Minnesota Representatives and Senators in Congress.
