A bill for an act
relating to capital investment; appropriating money for capital improvements at
the Minnesota State Academies; authorizing the sale and issuance of state bonds.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) $6,700,000 is appropriated from the bond
proceeds fund to the commissioner of administration for capital improvements at the
Minnesota State Academies.

(b) $6,200,000 of this appropriation is to design, construct, furnish, and equip a new
technology center on the Minnesota State Academy for the Deaf campus. This technology
center of approximately 20,336 square feet, an addition to Smith Hall on the Minnesota
State Academy for the Deaf campus, will serve students from both the Minnesota State
Academy for the Blind and the Minnesota State Academy for the Deaf.

(c) $500,000 of this appropriation is to predesign, design, construct, furnish, and
equip an independent living structure on the Minnesota State Academy for the Deaf
campus. The project will be conducted in collaboration with the carpentry class of South
Central College of Faribault and provide housing for students 18 to 21 years of age in the
nontraditional student component of the academy's transition program.

To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $6,700,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
