  1.1                          A bill for an act
  1.2             relating to taxation; property taxes; providing for an 
  1.3             aid reduction to offset the transfer of certain 
  1.4             Hennepin county court employees to the state. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [HACA REDUCTION; HENNEPIN COUNTY COURT 
  1.7   EMPLOYEES.] 
  1.8      There shall be deducted from the homestead and agricultural 
  1.9   credit aid payments to Hennepin county under Minnesota Statutes, 
  1.10  section 273.1398, an amount equal to $180,000 which represents 
  1.11  the cost to the state for the assumption of two Hennepin county 
  1.12  staff attorneys whose job function is that of court referees and 
  1.13  whose positions should have been transferred to the state as 
  1.14  part of the court takeover in Laws 1989, First Special Session 
  1.15  chapter 1, article 4.  One-half of the total amount shall be 
  1.16  deducted from each of the aid payments made in 1995 to Hennepin 
  1.17  county under Minnesota Statutes, section 273.1398.  The amount 
  1.18  of reduction made under this section shall be a permanent aid 
  1.19  reduction. 
  1.20     Sec. 2.  [EFFECTIVE DATE.] 
  1.21     Section 1 is effective for aid payments made to Hennepin 
  1.22  county in 1995 provided, however, that the aid reduction made 
  1.23  under section 1 is contingent upon enactment of a law in 1995 
  1.24  which (i) transfers the Hennepin county positions, and (ii) 
  1.25  provides from the general fund a funding to the state supreme 
  2.1   court for the positions.
