A bill for an act
relating to natural resources; modifying definition of all-terrain vehicle;
appropriating money for all-terrain vehicle grants-in-aid and trail master plan;
amending Minnesota Statutes 2020, section 84.92, subdivision 8.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2020, section 84.92, subdivision 8, is amended to read:
"All-terrain vehicle" or "vehicle" means a
motorized vehicle with: (1) not less than three, but not more than six deleted text begin low pressure or
non-pneumaticdeleted text end tires; (2) a total dry weight of 2,000 pounds or less; and (3) a total width
from outside of tire rim to outside of tire rim that is 65 inches or less. All-terrain vehicle
includes a class 1 all-terrain vehicle and class 2 all-terrain vehicle. All-terrain vehicle does
not include a golf cart, mini-truck, dune buggy, or go-cart or a vehicle designed and used
specifically for lawn maintenance, agriculture, logging, or mining purposes.

$300,000 in fiscal year 2022 and $300,000 in fiscal year 2023 are appropriated from the
all-terrain vehicle account in the natural resources fund to the commissioner of natural
resources for the all-terrain vehicle grants-in-aid program. These appropriations are in
addition to any other appropriations for this purpose and are added to the base.

$250,000 in fiscal year 2022 is appropriated from the all-terrain vehicle account in the
natural resources fund to the commissioner of natural resources. Of this amount, $200,000
is for a statewide ATV trails master plan broken out by the Department of Natural Resource's
administrative regions and $50,000 is for an all-terrain vehicle trails and route inventory
from all cooperating agencies with available data broken out by Department of Natural
Resource's administrative regions. The ATV master plan and inventory must be completed
by February 1, 2023.
