  1.1                          A bill for an act 
  1.2             relating to governmental operations; appropriating 
  1.3             money for subregional regional planning.  
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [LOCAL SUBREGIONAL PLANNING ASSISTANCE 
  1.6   APPROPRIATION.] 
  1.7      (a) $500,000 is appropriated from the general fund to the 
  1.8   director of the office of strategic and long-range planning for 
  1.9   the biennium ending June 30, 2003. 
  1.10     (b) $250,000 in each year of the biennium shall be provided 
  1.11  by the director of the office of strategic and long-range 
  1.12  planning to support subregional comprehensive planning by the 
  1.13  North Metro I-35W Corridor Coalition, a joint powers agreement 
  1.14  currently consisting of the cities of Arden Hills, Blaine, 
  1.15  Circle Pines, Mounds View, New Brighton, Roseville, Shoreview, 
  1.16  and the counties of Anoka and Ramsey. 
  1.17     (c) The subregional work described in paragraph (b) shall 
  1.18  include the following components leading to a coordinated 
  1.19  subregional comprehensive plan submission to the metropolitan 
  1.20  council in 2003: 
  1.21     (1) coordinated land use plans; 
  1.22     (2) coordinated economic development and redevelopment 
  1.23  strategies focused on redefining metropolitan competitiveness 
  1.24  with linkage to creating local job opportunities and integrated 
  2.1   housing, transportation, and transit systems; 
  2.2      (3) coordinated transportation and transit plans; 
  2.3      (4) coordinated workforce development plans; 
  2.4      (5) coordinated subregional housing development plans and 
  2.5   market analyses ensuring healthy neighborhoods and increased 
  2.6   choice in lifecycle housing; 
  2.7      (6) coordinated natural resources management plans; 
  2.8      (7) expanded GIS database management system focused on 
  2.9   improving subregional decision making through access to better 
  2.10  data and tools for analysis as well as being exportable to other 
  2.11  regional and subregional collaborative efforts; and 
  2.12     (8) establishment of a coalition institute structured to 
  2.13  utilize livable community principles to address issues of growth 
  2.14  and infill, to support standards for quality development, and to 
  2.15  create direct benefit for learning experience and sharing with 
  2.16  other regional and subregional organizations and agencies.  
  2.17     (d) State grant funds must be matched on a 25 percent basis 
  2.18  from nonstate funds.
