  1.1                          A bill for an act 
  1.2             relating to water; appropriating money for sustainable 
  1.3             lakes. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATIONS.] 
  1.6      Subdivision 1.  [WATER EDUCATION.] $250,000 is appropriated 
  1.7   from the general fund to the commissioner of natural resources 
  1.8   to fund a long-term coordinated education program, with a 
  1.9   full-time education coordinator, that promotes stewardship to 
  1.10  protect state lakes and rivers through improved shoreland 
  1.11  management. 
  1.12     Subd. 2.  [TECHNICAL ASSISTANCE.] $200,000 is appropriated 
  1.13  from the general fund to the commissioner of natural resources 
  1.14  to strengthen local land use authorities and management through 
  1.15  increased technical assistance from state agencies.  The 
  1.16  appropriation may be used to fund mobility assignments of 
  1.17  department of natural resources personnel to local governments. 
  1.18     Subd. 3.  [FISHERIES MOBILITY ASSIGNMENTS.] $200,000 is 
  1.19  appropriated from the general fund to the commissioner of 
  1.20  natural resources to fund mobility assignments of department of 
  1.21  natural resources fisheries personnel to local organizations to 
  1.22  develop local fish management plans. 
  1.23     Subd. 4.  [WATERSHED MAPPING.] $100,000 is appropriated 
  1.24  from the general fund to the commissioner of natural resources 
  2.1   to complete detailed mapping of watersheds of major state lakes 
  2.2   and to integrate the information into all state and local water 
  2.3   management programs. 
  2.4      Subd. 5.  [SUSTAINABLE LAKES PROJECT.] $300,000 is 
  2.5   appropriated from the general fund to the board of regents of 
  2.6   the University of Minnesota to fund the sustainable lakes 
  2.7   project.  The appropriation may be used to enhance local water 
  2.8   resource planning, develop a model lake parcel management system 
  2.9   for counties and cities, create a system of research lakes, 
  2.10  review and analyze the state policies governing lake management, 
  2.11  and recommend policy changes to sustain the state's lake 
  2.12  resources. 
  2.13     Subd. 6.  [INFORMATION COORDINATION.] $200,000 is 
  2.14  appropriated from the general fund to the commissioner of 
  2.15  natural resources.  Of the appropriation, $100,000 is for the 
  2.16  department of natural resources waters division and $100,000 is 
  2.17  for the department of natural resources ecological services 
  2.18  section.  The appropriation may be used to improve the 
  2.19  management of information collected by the department through 
  2.20  permit applications for shoreline alteration, aquatic plant 
  2.21  management, and water appropriation, and to coordinate the 
  2.22  information with local water management systems. 
  2.23     Subd. 7.  [LOCAL WATER PLANNING.] $500,000 is appropriated 
  2.24  from the general fund to the board of water and soil resources 
  2.25  to provide grants to improve local water planning.  The grants 
  2.26  may be used to facilitate information development, preserve 
  2.27  undeveloped shoreline, develop locally-based lake plans, and 
  2.28  coordinate work with the sustainable lakes project and the 
  2.29  Science Museum of Minnesota. 
  2.30     Subd. 8.  [LAKE MONITORING.] $250,000 is appropriated from 
  2.31  the general fund to the commissioner of the pollution control 
  2.32  agency for clean water partnerships and to develop comprehensive 
  2.33  lake monitoring.
