  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article XI, by adding a section; limiting use of 
  1.4             onetime revenue, reserves, and shifts when budgeting 
  1.5             for the general fund. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.8      An amendment to the Minnesota Constitution is proposed to 
  1.9   the people.  If the amendment is adopted, a section shall be 
  1.10  added to article XI to read: 
  1.11     Sec. 15.  The revenue budgeted for the general fund for a 
  1.12  biennium, commencing on July 1 in each odd-numbered year and 
  1.13  ending on and including June 30 in the next odd-numbered year, 
  1.14  must not include more than .. percent of total revenue from 
  1.15  onetime revenue, fund reserves, and accounting shifts. 
  1.16     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.17     The proposed amendment must be submitted to the people at 
  1.18  the 2004 general election.  The question submitted must be:  
  1.19     "Shall the Minnesota Constitution be amended to impose a 
  1.20  limit on the use of onetime revenue, reserves, and shifts in 
  1.21  budgeting for the general fund? 
  1.22                                     Yes .......
  1.23                                     No ........"
