  1.1                          A bill for an act 
  1.2             relating to the legislature; requiring a study of the 
  1.3             timing, length, schedule, and calendar of legislative 
  1.4             sessions; creating a legislative commission. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [STUDY.] 
  1.7      Subdivision 1.  [TASK FORCE.] A ten-member legislative 
  1.8   commission is created to study the timing, length, schedule, and 
  1.9   calendar of regular legislative sessions.  The task force 
  1.10  consists of: 
  1.11     (1) three members of the house of representatives appointed 
  1.12  by the speaker and two members of the house of representatives 
  1.13  appointed by the minority leader; and 
  1.14     (2) three members of the senate appointed by the committee 
  1.15  on rules and administration and two members of the senate 
  1.16  appointed by the minority leader.  
  1.17  The chair shall be appointed jointly by the speaker of the house 
  1.18  of representatives and the chair of the senate committee on 
  1.19  rules and administration. 
  1.20     Subd. 2.  [REPORT.] The task force shall consider any 
  1.21  changes that could be made in timing, length, schedule, and 
  1.22  calendar of regular legislative sessions to maximize the 
  1.23  efficiency and effectiveness of legislative operations.  The 
  1.24  task force shall make periodic progress reports to the speaker 
  1.25  of the house, the president of the senate, and the chairs of the 
  2.1   house committees on rules and legislative administration and 
  2.2   governmental administration and the senate committees on rules 
  2.3   and administration and governmental operations and veterans.  
  2.4   The task force shall make a final report by February 15, 1996.  
  2.5   The report must include any recommendations for proposed 
  2.6   constitutional amendments or changes in statute needed to 
  2.7   implement the task force's recommendations. 
  2.8      Sec. 2.  [EFFECTIVE DATE.] 
  2.9      Section 1 is effective July 1, 1995.
