A bill for an act
relating to education finance; creating a new component of general education
revenue to support school counselors; amending Minnesota Statutes 2006,
section 126C.10, subdivision 1, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2006, section 126C.10, subdivision 1, is amended to read:


Subdivision 1.

General education revenue.

For fiscal year 2006 and later, the
general education revenue for each district equals the sum of the district's basic revenue,
extended time revenue, gifted and talented revenue, basic skills revenue, new text begin school counselors
revenue,
new text end training and experience revenue, secondary sparsity revenue, elementary sparsity
revenue, transportation sparsity revenue, total operating capital revenue, equity revenue,
alternative teacher compensation revenue, and transition revenue.

Sec. 2.

Minnesota Statutes 2006, section 126C.10, is amended by adding a subdivision
to read:

new text begin School counselors revenue. new text end

new text begin (a) A school district's school counselors
revenue equals the greater the sum of the school counselors revenue for each of its
secondary school sites. Secondary school site revenue equals the product of:

new text begin (1) the district's limited mobility index;
new text end

new text begin (2) the number of pupils enrolled at the secondary school site on October 1 of the
previous fiscal year; and
new text end

new text begin (3) $1,000.
new text end

new text begin (b) "Secondary school site" means a school program that serves at least 100 students
in any of grades 7 to 12.

new text begin (c) "Mobility index" means the ratio of the sum of the school site's midyear transfers
in, midyear intradistrict transfers, and midyear transfers out to the school site's October
1 enrollment for the same year.

new text begin (d) "Limited mobility index" means the lesser of 0.4, or the greater of zero or the
school site's mobility index less 0.2.

new text begin (e) Revenue received under this subdivision must be spent by the school board for
school counselors.
