A bill for an act
relating to higher education; establishing performance goals; requiring reports.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin PUBLIC POSTSECONDARY INSTITUTIONS; PERFORMANCE
GOALS.

new text begin (a) Five percent of any fiscal year 2017 general fund appropriation to the Board
of Regents of the University of Minnesota is available after the Board of Regents
demonstrates to the commissioner of management and budget that it has increased, by at
least three percent, the number of undergraduate students who are enrolled in an average
of 15 credits or more during the fall 2016 semester over the fall 2014 semester. In order to
meet the performance goal under this paragraph, the board is requested to utilize, to the
extent practical, structured scheduling to enable students to enroll in requisite courses that
are offered in a coherent and connected block schedule.

Trustees of the Minnesota State Colleges and Universities is available after the Board
of Trustees demonstrates to the commissioner of management and budget that it has
increased, by at least three percent, the number of undergraduate students who are
enrolled in an average of 15 credits or more during the fall 2016 semester over the fall
2014 semester. In order to meet the performance goal under this paragraph, the board
shall utilize, to the extent practical, structured scheduling to enable students to enroll in
requisite courses that are offered in a coherent and connected block schedule.

new text begin (c) By August 1, 2015, the Board of Regents, the Board of Trustees, and the
Minnesota Office of Higher Education must agree on specific numerical indicators and
definitions to use to demonstrate the attainment of the performance goal established under
paragraphs (a) and (b).

new text begin (d) On or before April 1, 2017, the Board of Regents must report, to the legislative
committees with primary jurisdiction over higher education finance and policy, the progress
of the University of Minnesota toward attaining the performance goal under paragraph (a).

new text begin (e) On or before April 1, 2017, the Board of Trustees must report, to the legislative
committees with primary jurisdiction over higher education finance and policy, the
progress of the Minnesota State Colleges and Universities toward attaining the
performance goal under paragraph (b).

new text begin (f) The reports under paragraphs (d) and (e) must include a description of the
institution's efforts to establish structured scheduling, including a description of any
student cohorts resulting from the structured scheduling.

new text begin (g) The appropriation base for the next biennium shall include appropriations not
made available under this subdivision for failure to meet this performance goal.
