A bill for an act
relating to public safety; appropriating money for an
emergency grant to the Criminal Gang Strike Force to
hire 25 additional peace officers to patrol in North
Minneapolis.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $....... is appropriated from the general fund to the
commissioner of public safety for each year of the biennium
beginning July 1, 2005, to fund an annual grant to the Criminal
Gang Strike Force under Minnesota Statutes, section 299A.66.
The Criminal Gang Strike Force must use the grant money to pay
25 additional licensed peace officers. The commander of the
Criminal Gang Strike Force must deploy the additional officers
to the city of Minneapolis's fourth police precinct where they
must be assigned in a manner that is intended to reduce the
crime rate in North Minneapolis. The additional peace officers
must not be used to replace any officer currently assigned to
patrol duties in Minneapolis's fourth police precinct. These
are onetime appropriations.

new text begin (b) The commissioner, in consultation with the commander of
the Criminal Gang Strike Force, shall submit a report to the
legislature by November 1, 2006, and a supplemental report by
November 1, 2007. The reports must detail how the additional
officers hired with the grant funding were used and the impact
their work had on the crime rate in North Minneapolis. The
report shall be delivered to the house and senate chairs and
ranking minority members serving on the committees responsible
for public safety funding.
