  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             to rebuild infrastructure damaged by flooding in the 
  1.4             city of Roseau; authorizing the sale of state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [ROSEAU FLOOD DAMAGE.] 
  1.7      Subdivision 1.  [APPROPRIATION.] The sums set forth in this 
  1.8   section are appropriated from the bond proceeds fund to the 
  1.9   commissioner of employment and economic development to make 
  1.10  grants to the city of Roseau to repair damage caused by flooding 
  1.11  within the area designated under Presidential Declaration of 
  1.12  Major Disaster, DR-1419, whether included in the original 
  1.13  declaration or added later by federal government action.  
  1.14     (a) $5,258,000 is to the public facilities authority for a 
  1.15  grant to the city of Roseau to predesign, design, construct, and 
  1.16  inspect replacement water and sewer mains, streets, sidewalks, 
  1.17  curbs, gutters, and other infrastructure damaged by flooding in 
  1.18  the area included in DR-1419. 
  1.19     (b) $7,900,000 is for a grant to the city of Roseau to 
  1.20  construct, inspect, furnish, and equip replaced and relocated 
  1.21  facilities for the city hall, auditorium, library, museum, and 
  1.22  police department damaged as a result of flooding in the city 
  1.23  related to DR-1419. 
  1.24     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.25  this act from the bond proceeds fund, the commissioner of 
  2.1   finance shall sell and issue bonds of the state in an amount up 
  2.2   to $13,158,000 in the manner, upon the terms, and with the 
  2.3   effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.4   16A.675, and by the Minnesota Constitution, article XI, sections 
  2.5   4 to 7. 
  2.6      Sec. 2.  [EFFECTIVE DATE.] 
  2.7      This act is effective the day following final enactment.
