  1.1                             A resolution
  1.2             to continue to improve the state's environment as a 
  1.3             location for business development.  
  1.4      
  1.5      WHEREAS, the Senate and House of Representatives understand 
  1.6   that economic growth in Minnesota is dependent on a healthy 
  1.7   private business sector; and 
  1.8      WHEREAS, we understand that retention and creation of 
  1.9   quality jobs is necessary to provide a reasonable standard of 
  1.10  living for all Minnesotans; and 
  1.11     WHEREAS, we understand that private capital investment is 
  1.12  necessary to ensure adequate economic renewal, and that 
  1.13  competition for investment is international in scope; and 
  1.14     WHEREAS, we also understand that legislation that we pass 
  1.15  may have an important effect upon the business climate of this 
  1.16  state; NOW, THEREFORE, 
  1.17     BE IT RESOLVED by the Legislature of the State of Minnesota 
  1.18  that it hereby commits itself to strive for continuous 
  1.19  improvement in the state's environment as a location for 
  1.20  business development.
