  1.1                          A bill for an act 
  1.2             relating to human services; proposing an amendment to 
  1.3             the Minnesota Constitution, article XI, by adding a 
  1.4             section; dedicating a percentage of lottery proceeds 
  1.5             to establish a food subsidy program for certain 
  1.6             low-income families. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.9      An amendment to the Minnesota Constitution is proposed to 
  1.10  the people.  If the amendment is adopted, a section will be 
  1.11  added to article XI to read as follows: 
  1.12     Sec. 15.  Not less than 20 percent of the net proceeds from 
  1.13  any state-operated lottery must be appropriated in a manner 
  1.14  prescribed by law to establish a child and family nutrition fund 
  1.15  to provide a food subsidy to low-income families.  Thirty 
  1.16  percent of the subsidy amount must be for "Minnesota grown" 
  1.17  products. 
  1.18     Sec. 2.  [SUBMISSION TO PEOPLE.] 
  1.19     The proposed amendment shall be submitted to the people at 
  1.20  the 1998 general election.  The question submitted shall be: 
  1.21     "Shall the Minnesota Constitution be amended to dedicate 20 
  1.22  percent of net lottery proceeds to establish a child and family 
  1.23  nutrition fund to provide a food subsidy to low-income families 
  1.24  that lost eligibility for food stamps as a result of federal 
  1.25  welfare reform, provided that 30 percent of the subsidy amount 
  1.26  must be for "Minnesota grown" products? 
  2.1                                      Yes .......
  2.2                                      No ........"
  2.3      If ratified, the amendment is effective July 1, 1999.
