A bill for an act
relating to education finance; making grants to the Minnesota Youth Council;
appropriating money; amending Minnesota Statutes 2016, section 124D.957,
subdivision 1, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2016, section 124D.957, subdivision 1, is amended to read:


Subdivision 1.

Establishment and membership.

The Minnesota Youth Council
Committee is established within and under the auspices of the Minnesota Alliance With
Youth. The committee consists of four members from each congressional district in
Minnesota and four members selected at-large. Members must be selected through an
application and interview process conducted by the Minnesota Alliance With Youth. In
making its appointments, the Minnesota Alliance With Youth should strive to ensure gender
and ethnic diversity in the committee's membership. Members must be between the ages of
13 and 19
in grades 8 through 12 and serve two-year terms, except that one-half of the initial
members must serve a one-year term. Members may serve a maximum of two terms.

Sec. 2.

Minnesota Statutes 2016, section 124D.957, is amended by adding a subdivision
to read:


Subd. 5.

Funding.

The Minnesota Alliance With Youth may receive annual state
appropriations to fund the operations for the Minnesota Youth Council.

Sec. 3. APPROPRIATIONS; MINNESOTA YOUTH COUNCIL.

$360,000 in fiscal year 2018 and $360,000 in fiscal year 2019 are appropriated from the
general fund to the commissioner of education for grants to the Minnesota Alliance With
Youth for the activities of the Minnesota Youth Council.
