  1.1                          A bill for an act 
  1.2             relating to education; appropriating money for 
  1.3             telecommunications access grants. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATIONS.] 
  1.6      Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  1.7   LEARNING.] The sums indicated in this section are appropriated 
  1.8   from the general fund to the commissioner of children, families, 
  1.9   and learning for the fiscal years designated. 
  1.10     Subd. 2.  [TELECOMMUNICATIONS ACCESS GRANTS.] For grants to 
  1.11  school districts and regional public library systems to 
  1.12  establish telecommunication connections according to Minnesota 
  1.13  Statutes, section 124C.74: 
  1.14       $17,100,000     .....     1998 
  1.15       $16,600,000     .....     1999 
  1.16     Any balance in the first year does not cancel but is 
  1.17  available in the second year. 
  1.18     The following amounts are for one-time grants to school 
  1.19  districts and regional library systems:  
  1.20     (1) up to $2,500,000 in fiscal year 1998 and $500,000 in 
  1.21  fiscal year 1999 is for completion of district connections; 
  1.22     (2) up to $4,000,000 in fiscal year 1998 and $3,000,000 in 
  1.23  fiscal year 1999 is for bandwidth equity and connectivity; 
  1.24     (3) up to $250,000 in fiscal year 1998 and $250,000 in 
  2.1   fiscal year 1999 is for development of models of integrative 
  2.2   services; and 
  2.3      (4) up to $2,500,000 in fiscal year 1999 is for grants to 
  2.4   enhance telecommunications capacity beyond the minimum 
  2.5   connectivity standards with priority given to previous 
  2.6   applicants for enhancement grants that did not receive grant 
  2.7   funds. 
  2.8      Subd. 3.  [STATEWIDE COORDINATION.] For the department of 
  2.9   children, families, and learning to upgrade department staffing 
  2.10  for support of school technology programs, data quality, and 
  2.11  data processing staffing: 
  2.12       $500,000     .....     1998 
  2.13       $500,000     .....     1999 
  2.14     Any balance in the first year does not cancel but is 
  2.15  available in the second year.
