  1.1                          A bill for an act 
  1.2             relating to children; providing for recommendations on 
  1.3             placement of high-risk youth; requiring a report. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [RECOMMENDATIONS ON PLACEMENT OF HIGH-RISK 
  1.6   YOUTH.] 
  1.7      Subdivision 1.  [RECOMMENDATIONS.] The commissioner of 
  1.8   human services, in consultation with the commissioner of 
  1.9   corrections and the commissioner of children, families, and 
  1.10  learning, must develop recommendations for a continuum of local, 
  1.11  community-based services for high-risk youth who currently are 
  1.12  placed or approved for placement in residential treatment 
  1.13  facilities and who exhibit a combination of:  (1) intellectual 
  1.14  limitations; (2) mental health concerns; and (3) violent 
  1.15  behaviors that threaten individual and public safety.  The 
  1.16  commissioner of human services must include representatives of 
  1.17  interested groups, including family members, KIDS task force 
  1.18  members, advocacy organizations, counties, service providers, 
  1.19  and other interested parties in developing the recommendations, 
  1.20  and must review and address the reports and findings of the KIDS 
  1.21  task force.  
  1.22     Subd. 2.  [REPORT REQUIRED.] By January 1, 2002, the 
  1.23  commissioner of human services, in consultation with the 
  1.24  commissioner of corrections and the commissioner of children, 
  2.1   families, and learning, must report to the chairs and ranking 
  2.2   minority members of the senate and house committees having 
  2.3   jurisdiction over issues relating to human services, criminal 
  2.4   justice, education, and civil law on the recommendations and 
  2.5   legislative proposals developed under subdivision 1.
