  1.1                          A bill for an act
  1.2             relating to education; establishing a healthy 
  1.3             community program; providing revenue; amending 
  1.4             Minnesota Statutes 1996, section 121.88, by adding a 
  1.5             subdivision; proposing coding for new law in Minnesota 
  1.6             Statutes, chapter 124. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1996, section 121.88, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 11.  [HEALTHY COMMUNITY PROGRAM.] A school board may 
  1.11  offer, as part of a community education program, a healthy 
  1.12  community program to support youth development.  Boards are 
  1.13  encouraged to offer programs that employ a coalition of existing 
  1.14  community resources.  Programs may also include parental 
  1.15  education and involvement activities for families with children 
  1.16  in kindergarten through grade 12.  The parental education and 
  1.17  involvement activities may include activities for both parents 
  1.18  and children.  Programming offered under the healthy community 
  1.19  program must not be used as a substitute for child care. 
  1.20     Sec. 2.  [124.2717] [HEALTHY COMMUNITY REVENUE.] 
  1.21     A district that is eligible under section 124.2713, 
  1.22  subdivision 2, may levy an amount equal to $2 times the greater 
  1.23  of 1,335 or the population of the district.  The proceeds of 
  1.24  this levy must be used for a healthy community program under 
  1.25  section 1. 
  1.26     Sec. 3.  [EFFECTIVE DATE.] 
  2.1      Section 2 is effective for taxes payable in 1998.
