A bill for an act
relating to human services; appropriating money to the Minnesota State Council
on Disability.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; MINNESOTA STATE COUNCIL ON
DISABILITY.

new text begin $181,000 in fiscal year 2016 and $147,000 in fiscal year 2017 are appropriated from
the general fund to the Minnesota State Council on Disability established under Minnesota
Statutes, section 256.482. Of this appropriation:

new text begin (1) $69,000 each fiscal year is for one full-time equivalent to coordinate state
agency compliance with digital communications requirements under section 508 of the
Rehabilitation Act and provide technical consultation services to state agencies to ensure
compliance. This is an ongoing appropriation and shall be added to the base;

new text begin (2) $78,000 each fiscal year is for one full-time equivalent to provide (i) consultation
services to state agencies and developers regarding compliance with the State Building
Code and the Americans with Disabilities Act for state-funded building projects; and (ii)
consultation services to state agencies and the public regarding compliance with titles II
and III of the Americans with Disabilities Act. This is an ongoing appropriation and
shall be added to the base;

new text begin (3) $4,000 in fiscal year 2016 is for a cost-of-living adjustment. This is a onetime
appropriation; and

new text begin (4) $30,000 in fiscal year 2016 is for a computer system upgrade and installation
to track agency performance and services provided to the public. This is a onetime
appropriation and is available until expended.
