  1.1                          A bill for an act
  1.2             relating to transportation; authorizing state bonds 
  1.3             for local road improvement program; appropriating 
  1.4             money to the commissioner of transportation for 
  1.5             reimbursement to certain cities for utility relocation 
  1.6             expenditures. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATIONS; BOND PROCEEDS FUND.] 
  1.9      $20,000,000 is appropriated from the bond proceeds fund to 
  1.10  the commissioner of transportation.  The commissioner shall 
  1.11  credit this appropriation to the local road improvement fund 
  1.12  under Minnesota Statutes, section 174.52.  Of this appropriation:
  1.13     (1) $10,000,000 must be credited to the trunk highway 
  1.14  corridor projects account; and 
  1.15     (2) $10,000,000 must be credited to the local road account 
  1.16  for routes of regional significance. 
  1.17     Sec. 2.  [APPROPRIATION; TRUNK HIGHWAY FUND.] 
  1.18     $1,500,000 is appropriated from the trunk highway fund to 
  1.19  the commissioner of transportation.  The commissioner shall 
  1.20  spend this appropriation as grants to the cities of Robbinsdale, 
  1.21  Golden Valley, and Crystal to reimburse those cities for actual 
  1.22  expenditures made before the effective date of this section for 
  1.23  the relocation of municipal utilities necessitated by the 
  1.24  reconstruction of marked trunk highway 100 in those cities. 
  1.25     Sec. 3.  [BOND SALE AUTHORIZATION.] 
  1.26     To provide the money appropriated by section 1, from the 
  2.1   bond proceeds fund, the commissioner of finance shall sell and 
  2.2   issue bonds of the state in an amount up to $20,000,000 in the 
  2.3   manner, on the terms, and with the effect prescribed by 
  2.4   Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.5   Minnesota Constitution, article XI, sections 4 to 7.
