A bill for an act
relating to education finance; authorizing a planning grant to establish supportive
community partnerships; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin SUPPORTIVE COMMUNITY PARTNERSHIP GRANTS;
APPROPRIATION.

new text begin (a) $150,000 in fiscal year 2008 and $150,000 in fiscal year 2009 are appropriated
from the general fund to the commissioner of education for a planning grant to Minnesota
school share, a program of the Greater Minneapolis Council of Churches, for the
supportive community partnership program. The legislature finds that the involvement
of community organizations with schools and educating children strengthens a child's
preparedness for school and enhances school programs and student achievement.

new text begin (b) The supportive community partnership program may offer services and grants to
other faith-based or community-based programs for educational services. Grants may be
for early intervention programs, supplemental education services, continued support, or
special needs programs. Services include technical support and assistance and resource
development activities.

new text begin (1) Early intervention grants may be made to providers of faith-based or
community-based programs that offer supplemental educational programming to students
attending schools that have failed to meet adequate yearly progress in the first or second
year.

new text begin (2) Supplemental educational service grants may be made to faith-based or
community-based programs that provide or desire to provide supplemental services for
students attending schools that have failed to meet adequate yearly progress for the third
year. Grants may be used to develop organizational infrastructure, purchase curriculum or
technology, and provide transportation services to program participants.

new text begin (3) Continued support grants may be made to faith-based or community-based
programs that support school programs designed to keep school sites from failing to meet
adequate yearly progress in future years.

new text begin (4) Special needs grants may be made to faith-based or community-based programs
that are addressing critical community needs, such as changing student demographics,
lessening racial tensions, or fostering increased parental involvement in students'
education.

new text begin (5) Minnesota school share may provide technical support and assistance to grant
recipients through program development workshops, customized technical support,
contracted consulting services, and Web sites devoted to best practices information.

new text begin (6) Minnesota school share may provide resource development services, including
activities designed to strengthen both fund-raising and in-kind contributions, for support
of public education.

new text begin (c) The commissioner of education must examine the plan and the potential impact
of the supportive community partnership program on student academic achievement
and school adequate yearly progress. The commissioner must submit a report of its
findings to the house of representatives and senate committees having jurisdiction over
kindergarten through grade 12 education and early childhood and family education by
February 15, 2010.
