A bill for an act
relating to waters; appropriating money for a water ecology pilot project for
certain K-12 schools.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; WATER ECOLOGY PILOT PROGRAM;
RESPONSIBLE WATER ECOLOGY IN TARGETED MINNESOTA K-12
SCHOOLS.

new text begin (a) $2,625,000 in fiscal year 2010, beginning August 1, 2009, is appropriated
from the clean water fund to the South Central Service Cooperative for a grant to ten
K-12 school districts and the South Central Service Cooperative for a water ecology
pilot program to protect and help restore the quality of surface water and groundwater.
Of this amount:

new text begin (1) $196,350 is for each of ten K-12 school districts for green jobs staff related
to water and ecological planning, health and safety issues related to water quality, and
educational water ecology curriculum. The ten school districts are: Crookston, Duluth,
Cambridge-Isanti, St. Francis, Anoka-Hennepin, Stillwater, Lakeville, Montevideo, St.
Peter, and Austin; and

new text begin (2) $661,500 is for the South Central Service Cooperative for project administration,
public health consulting, eco-consulting, and related costs to create environmentally
and ecologically sensitive water control systems that reduce costs associated with water
disposal and energy and that protect and help restore surface water and groundwater
quality.

new text begin (b) $3,455,000 in fiscal year 2011 is appropriated from the clean water fund to the
South Central Service Cooperative for a grant to ten K-12 school districts and the South
Central Service Cooperative for a water ecology pilot program to protect and help restore
the quality of surface water and groundwater. Of this amount:

to eco-renovations or engineering controls, water and ecological planning, health and
safety issues related to water quality, and educational water ecology curriculum. The ten
school districts are: Crookston, Duluth, Cambridge-Isanti, St. Francis, Anoka-Hennepin,
Stillwater, Lakeville, Montevideo, St. Peter, and Austin; and

expenditures related to the pilot program created in paragraphs (a) and (b) and prepare an
evaluation of the pilot program. By January 15, 2012, the report shall be submitted to the
legislative committees and divisions with jurisdiction over K-12 schools and environment
and natural resources policy and finance.
