  1.1                          A bill for an act 
  1.2             relating to health; providing for the limited practice 
  1.3             of psychology; amending Minnesota Statutes 1996, 
  1.4             section 148.90, subdivision 1; proposing coding for 
  1.5             new law in Minnesota Statutes, chapter 148. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 148.90, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [BOARD OF PSYCHOLOGY.] (a) The board of 
  1.10  psychology is created with the powers and duties described in 
  1.11  this section.  The board has 11 members who consist of: 
  1.12     (1) three persons licensed as licensed psychologists who 
  1.13  have a doctoral degree in psychology; 
  1.14     (2) two persons licensed as licensed psychologists who have 
  1.15  a master's degree in psychology; 
  1.16     (3) two psychologists, not necessarily licensed, one with a 
  1.17  doctoral degree in psychology who represents a doctoral training 
  1.18  program in psychology, and one who represents a master's degree 
  1.19  training program in psychology; 
  1.20     (4) one person licensed or qualified to be licensed as a 
  1.21  psychological practitioner; and 
  1.22     (5) three public members. 
  1.23     (b) After the date on which fewer than 30 percent of the 
  1.24  persons licensed by the board as licensed psychologists qualify 
  1.25  for licensure under section 148.907, subdivision 3, paragraph 
  2.1   (b), the first vacancy filled under paragraph (a), clause (2), 
  2.2   shall be filled by a person licensed or qualified to be licensed 
  2.3   as a licensed psychological practitioner.  From this date on, 
  2.4   this position when vacant shall be filled by a person licensed 
  2.5   or qualified to be licensed as a licensed psychological 
  2.6   practitioner. 
  2.7      (c) After the date on which fewer than 15 percent of the 
  2.8   persons licensed by the board as licensed psychologists qualify 
  2.9   for licensure under section 148.907, subdivision 3, paragraph 
  2.10  (b), the first vacancy under paragraph (a), clause (2), for a 
  2.11  licensed psychologist with a master's degree in psychology shall 
  2.12  be filled by a licensed psychologist.  From this date on, this 
  2.13  position when vacant shall be filled by a person licensed as a 
  2.14  licensed psychologist psychological practitioner.  
  2.15     Sec. 2.  [148.931] [LIMITED PRACTICE.] 
  2.16     After August 1, l997, a person may engage in the limited 
  2.17  practice of psychology if that person is licensed as a 
  2.18  psychological practitioner, has four years or their equivalent 
  2.19  of supervised post-master's experience meeting the requirements 
  2.20  of section 148.925, and has endorsement of specific areas of 
  2.21  competency by the licensed psychologist or psychologists who 
  2.22  provided the supervision.  The limited practice need not be 
  2.23  supervised and is limited to treatment described in section 
  2.24  148.89, subdivision 5, clause (2), by a psychological 
  2.25  practitioner through application of psychological principles.
