1.1 A bill for an act 1.2 relating to education; removing compensatory revenue 1.3 caps; appropriating money for Head Start; amending 1.4 Minnesota Statutes 1996, sections 124.17, subdivision 1.5 1d; and 124A.22, subdivision 3; repealing Minnesota 1.6 Statutes 1996, sections 124.17, subdivision 1e; and 1.7 124.175. 1.8 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.9 Section 1. Minnesota Statutes 1996, section 124.17, 1.10 subdivision 1d, is amended to read: 1.11 Subd. 1d. [AFDCCOMPENSATION REVENUE PUPIL UNITS.]AFDC1.12 Compensation revenue pupil unitsfor fiscal year 1993 and1.13thereaftermust be computed according to this subdivision. 1.14 (a) TheAFDCcompensation revenue concentration percentage 1.15 for a district equals the product of 100 times the ratio of: 1.16 (1) the number of pupils enrolled in the district from 1.17 familiesreceiving aid to families with dependent children1.18according to subdivision 1eeligible for free or reduced lunch; 1.19 to 1.20 (2) the number of pupils in average daily membership 1.21according to subdivision 1eenrolled in the district. 1.22 (b) TheAFDCcompensation revenue pupil weighting factor 1.23 for a district equals the lesser of one or the quotient obtained 1.24 by dividing the district'sAFDCcompensation revenue 1.25 concentration percentage by 11.5. 1.26 (c) TheAFDCcompensation revenue pupil units for a 2.1 districtfor fiscal year 1993 and thereafterequals the product 2.2 of: 2.3 (1) the number of pupils enrolled in the district from 2.4 familiesreceiving aid to families with dependent children2.5according to subdivision 1eeligible for free or reduced lunch; 2.6 times 2.7 (2) theAFDCcompensation revenue pupil weighting factor 2.8 for the district; times 2.9 (3).671.0. 2.10 Sec. 2. Minnesota Statutes 1996, section 124A.22, 2.11 subdivision 3, is amended to read: 2.12 Subd. 3. [COMPENSATORY EDUCATION REVENUE.] The 2.13 compensatory education revenue for each district equals the 2.14 formula allowance less $300 times theAFDCcompensatory revenue 2.15 pupil units computed according to section 124.17, subdivision 1d. 2.16 Sec. 3. [APPROPRIATION; HEAD START.] 2.17 $130,000,000 is appropriated to the commissioner of 2.18 children, families, and learning from the general fund in fiscal 2.19 year 1999 for Head Start programs under Minnesota Statutes, 2.20 chapter 268. Any unspent money does not cancel. 2.21 Sec. 4. [REPEALER.] 2.22 Minnesota Statutes 1996, sections 124.17, subdivision 1e; 2.23 and 124.175, are repealed. 2.24 Sec. 5. [EFFECTIVE DATE.] 2.25 Section 1 is effective for revenue for fiscal year 1998 and 2.26 thereafter.
