relating to education finance; creating a funding formula for school district
teacher evaluation activities; appropriating money; proposing coding for new
law in Minnesota Statutes, chapter 122A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin For purposes of this section, "eligible entity" means
a school district, cooperative center, intermediate school district, or joint powers board
required to perform teacher evaluations under section 122A.40 or 122A.41.

new text begin For purposes of this section, "teacher" means all licensed
staff under sections 122A.40, subdivision 1, and 122A.41, subdivision 1, excluding
administrative staff.

new text begin Teacher evaluation aid. new text end

new text begin Each year, an eligible entity's teacher evaluation
aid equals the total head count of teachers reported to the Department of Education in the
previous year times $.......

new text begin An eligible entity must use its teacher evaluation aid for:

new text begin (1) training personnel to conduct summative evaluations;
new text end

new text begin (2) training teachers to perform peer review;
new text end

new text begin (3) training teachers about the teacher evaluation system;
new text end

new text begin (4) paying for expenses related to teacher release time for teacher evaluation
activities;
new text end

new text begin (5) training teachers and paying expenses for release time for effective professional
learning communities;
new text end

new text begin (6) implementing requirements related to student achievement data;
new text end

new text begin (7) implementing requirements related to student engagement data; and
new text end

new text begin (8) developing and maintaining teacher evaluation data systems.

new text begin EFFECTIVE DATE. new text end

new text begin This section is effective for aid for fiscal year 2015 and later.

Sec. 2. new text begin APPROPRIATION; TEACHER EVALUATION ACTIVITIES.
new text end

new text begin (a) $....... is appropriated in fiscal year 2014 from the general fund to the
commissioner of education for aid payments to each district equal to $....... per teacher
for preimplementation development of local teacher evaluation plans. This appropriation
is 100 percent of the aid entitlement for fiscal year 2014.

new text begin (b) $....... in fiscal year 2015 is appropriated from the general fund to the
commissioner of education for teacher evaluation aid under section 1. This appropriation
is based on an aid entitlement of $....... for fiscal year 2015.
