  1.1                          A bill for an act
  1.2             relating to education; establishing an advisory group 
  1.3             to make recommendations on strategies to address the 
  1.4             needs of students who fail to meet the requirements of 
  1.5             the state's high school graduation rule. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [ADVISORY GROUP.] 
  1.8      (a) The commissioner of children, families, and learning 
  1.9   shall appoint and convene an advisory group to recommend 
  1.10  appropriate strategies to address the educational needs of 12th 
  1.11  grade students who fail to meet the requirements of the state's 
  1.12  high school graduation rule or local graduation requirements, 
  1.13  and the educational needs of students in other grades who may 
  1.14  drop out of school because they are failing to meet state or 
  1.15  local high school graduation requirements.  The working group 
  1.16  must include one representative from each of the following 
  1.17  organizations:  the Minnesota school boards association, the 
  1.18  Minnesota association of secondary school principals, education 
  1.19  Minnesota, the Minnesota state colleges and universities, the 
  1.20  University of Minnesota, the association of metropolitan school 
  1.21  districts, and other organizations the commissioner determines 
  1.22  are relevant.  By February 15, 2000, the commissioner shall 
  1.23  submit the recommendations of the advisory group concerning the 
  1.24  appropriate strategies to address the educational needs of 
  1.25  students who fail to meet the requirements of the state's high 
  2.1   school graduation rule or local graduation requirements, 
  2.2   including recommended statutory changes, to the education 
  2.3   committees of the legislature. 
  2.4      (b) The commissioner shall provide technical and other 
  2.5   assistance to the advisory group.  The advisory group expires 
  2.6   February 15, 2000. 
  2.7      Sec. 2.  [EFFECTIVE DATE.] 
  2.8      Section 1 is effective the day following final enactment.
