  1.1                          A bill for an act
  1.2             relating to the maltreatment of minors; establishing 
  1.3             an advisory committee to review the current law and 
  1.4             rules governing the operation of the child protection 
  1.5             system; requiring a report. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [MALTREATMENT OF MINORS ACT; ADVISORY 
  1.8   COMMITTEE.] 
  1.9      The commissioners of health, human services, and children, 
  1.10  families, and learning, with the cooperation of the attorney 
  1.11  general, shall establish an advisory committee consisting of at 
  1.12  least 25 individuals to review the maltreatment of minors act 
  1.13  and to make recommendations regarding changes needed in the law 
  1.14  or in the child protection system.  Consumers, advocacy 
  1.15  organizations, providers, counties, school districts, law 
  1.16  enforcement agencies, communities of color, professional 
  1.17  associations, labor organizations, and the state ombudsmen for 
  1.18  mental health and mental retardation shall each have two 
  1.19  representatives on the advisory committee.  The commissioners of 
  1.20  health, human services, and children, families, and learning 
  1.21  shall each have one representative on the advisory committee. 
  1.22     In making recommendations, the advisory committee shall 
  1.23  review all services available under existing state and federal 
  1.24  laws for protecting minors against maltreatment with the focus 
  1.25  on:  (1) eliminating duplication of effort among local, state, 
  2.1   and federal agencies; and (2) minimizing possible conflicts of 
  2.2   interest by establishing a statewide coordinated process for 
  2.3   protecting minors against maltreatment.  The advisory committee 
  2.4   shall submit a report to the legislature by February 1, 1998, 
  2.5   that includes a detailed plan containing specific law, rule, or 
  2.6   administrative procedure changes needed to implement the 
  2.7   recommendations.
