  1.1                          A bill for an act 
  1.2             relating to St. Louis county; adding court bailiffs to 
  1.3             the unclassified service; authorizing the town of 
  1.4             Breitung to convey certain real property for nominal 
  1.5             or other consideration; amending Minnesota Statutes 
  1.6             1996, section 383C.035.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1996, section 383C.035, is 
  1.9   amended to read: 
  1.10     383C.035 [UNCLASSIFIED CIVIL SERVICE.] 
  1.11     The officers and employees of such county and of any 
  1.12  agency, board, or commission, supported in whole or in part by 
  1.13  taxation upon the taxable property of such county or appointed 
  1.14  by the judges of the district court for such county, are hereby 
  1.15  divided into the unclassified and classified service.  The 
  1.16  unclassified service shall comprise: 
  1.17     (a) All officers elected by popular vote or persons 
  1.18  appointed to fill vacancies in such offices. 
  1.19     (b) Judges and receivers, referees, arbiters, court 
  1.20  reporters, jurors, notaries public, and persons appointed by a 
  1.21  court to make or conduct any special inquiry of a judicial and 
  1.22  temporary character.  
  1.23     (c) Superintendent or principal administrative officer or 
  1.24  comptroller of any separate department of county government 
  1.25  which is now or hereafter created pursuant to law, who is 
  1.26  directly responsible to the board of county commissioners or any 
  2.1   other board or commission, as well as the county agricultural 
  2.2   agents and the home demonstration agents under the control of 
  2.3   the county extension committee. 
  2.4      (d) Members of nonpaid board, or commissioners appointed by 
  2.5   the board of county commissioners or acting in an advisory 
  2.6   capacity. 
  2.7      (e) Assistant county attorneys or special investigators in 
  2.8   the employ of the county attorney.  For purposes of this 
  2.9   section, special investigators are defined as all nonclerical 
  2.10  positions in the employ of the county attorney. 
  2.11     (f) All common labor temporarily employed on an hourly 
  2.12  basis. 
  2.13     (g) All inmate or patient help in county institutions. 
  2.14     (h) All physicians, dentists, registered nurses and medical 
  2.15  laboratory technicians working under the direction of a licensed 
  2.16  physician or dentist in any hospital or sanitarium operated by a 
  2.17  commission or board of such county. 
  2.18     (i) Not more than a total of nine clerks serving the county 
  2.19  board and administrator. 
  2.20     (j) A legislative lobbyist/grant coordinator appointed by 
  2.21  the county board to act as legislative liaison with the St. 
  2.22  Louis county legislative delegation and pursue legislative 
  2.23  concerns and grant opportunities for the county, and the clerk 
  2.24  for that position. 
  2.25     (k) The county recorder. 
  2.26     (l) Any department head designated by the county board. 
  2.27     (m) Two administrative assistants in the county 
  2.28  administrator's office. 
  2.29     (n) All court bailiffs.  
  2.30     The classified service shall include all other positions 
  2.31  now existing and hereinafter created in the service of the 
  2.32  county or any board or commission, agency, or offices of such 
  2.33  county. 
  2.34     Sec. 2.  [TOWN OF BREITUNG; CONVEYANCE OF REAL PROPERTY.] 
  2.35     Notwithstanding any law to the contrary, the town board of 
  2.36  the town of Breitung in St. Louis county may convey a plat of 
  3.1   land containing the Soudan community store described as Lot 1, 
  3.2   Block 5, plat of Soudan, to the Soudan store board for a nominal 
  3.3   consideration or whatever consideration that may be mutually 
  3.4   determined by the Breitung town board and the Soudan store board.
  3.5      Sec. 3.  [EFFECTIVE DATE.] 
  3.6      Pursuant to Minnesota Statutes, section 645.023, 
  3.7   subdivision 1, section 2 is effective without local approval on 
  3.8   the day following final enactment.
