  1.1                          A bill for an act 
  1.2             relating to the town of White; providing for the 
  1.3             extension of the duration of certain tax increment 
  1.4             financing districts of the joint east range economic 
  1.5             development authority; providing for the expansion of 
  1.6             a district or establishment of an additional district; 
  1.7             exempting the districts from certain restrictions. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [TOWN OF WHITE; ECONOMIC DEVELOPMENT.] 
  1.10     Subdivision 1.  [AUTHORIZATION.] (a) Notwithstanding the 
  1.11  provisions of Minnesota Statutes, section 469.176, subdivision 
  1.12  1b, upon approval of the governing body of the town of White by 
  1.13  resolution, the duration of tax increment financing districts 
  1.14  numbers 1 and 2 of the joint east range economic development 
  1.15  authority shall be extended to December 31, 2017.  
  1.16     (b) Upon approval of the governing body of the town of 
  1.17  White by resolution, the boundaries of tax increment financing 
  1.18  districts numbers 1 and 2 may be expanded, or no more than one 
  1.19  additional district may be established, to assist in the 
  1.20  development of the types of improvements being undertaken within 
  1.21  tax increment financing districts numbers 1 and 2 as of the date 
  1.22  of final enactment of this act. 
  1.23     Subd. 2.  [SPECIAL RULES.] (a) Tax increment financing 
  1.24  districts numbers 1 and 2 of the joint east range economic 
  1.25  development authority and any expanded area of the districts or 
  1.26  a new district established under this section are subject to 
  2.1   Minnesota Statutes, sections 469.174 to 469.179, except as 
  2.2   provided in this subdivision. 
  2.3      (b) Minnesota Statutes, section 273.1399, does not apply. 
  2.4      (c) Minnesota Statutes, section 469.174, subdivision 22, 
  2.5   does not apply to any expanded area or new tax increment 
  2.6   district established under this section and the term "tourism 
  2.7   facility" means property that is located in the county of St. 
  2.8   Louis and is acquired, constructed, or rehabilitated for use as 
  2.9   a convention and meeting facility, amusement park, recreation 
  2.10  facility, cultural facility, marina, park, hotel, motel, lodging 
  2.11  facility, or nonhomestead dwelling unit that in each case is 
  2.12  intended to serve primarily individuals from outside the county 
  2.13  of St. Louis. 
  2.14     (d) Minnesota Statutes, section 469.175, subdivision 4, 
  2.15  paragraph (b), does not apply to tax increment financing 
  2.16  districts numbers 1 and 2. 
  2.17     (e) Notwithstanding Minnesota Statutes, section 469.176, 
  2.18  subdivision 1, tax increment revenue generated from each 
  2.19  district may be paid to the authority until the earlier of (1) 
  2.20  December 31, 2017; or (2) the date upon which all contractual 
  2.21  obligations of the authority for the reimbursement of project 
  2.22  costs have terminated. 
  2.23     (f) Minnesota Statutes, section 469.1763, does not apply. 
  2.24     (g) Minnesota Statutes, section 469.177, subdivision 1, 
  2.25  paragraph (f), does not apply. 
  2.26     (h) Minnesota Statutes, section 469.1782, subdivision 1, 
  2.27  does not apply. 
  2.28     Sec. 2.  [EFFECTIVE DATE.] 
  2.29     Section 1 is effective upon compliance by the governing 
  2.30  bodies of the town of White, the county of St. Louis, and 
  2.31  independent school district No. 2711 with Minnesota Statutes, 
  2.32  sections 469.1782, subdivision 2, and 645.021, subdivision 2.
